QA/QC Engineer (E&I) – PMC

About the Role:

Penspen is seeking a highly skilled QA/QC Engineer (E&I) to join our Project Management Consultancy (PMC) team in Abu Dhabi. This role is ideal for candidates with extensive experience in Electrical & Instrumentation quality control in large-scale projects, preferably in the Gulf region.

Key Responsibilities:

• Review company specifications, project documentation, and scope of work requirements to ensure compliance with project standards.
• Conduct regular inspections, audits, and quality checks to maintain adherence to project quality standards.
• Collaborate with project management, site engineers, and subcontractors to resolve quality issues efficiently.
• Prepare and provide inspection package documents to third-party inspectors and maintain thorough records.
• Track inspection queries, deficiencies, punch list items, and NCRs reported by inspectors.
• Verify that fabrication at manufacturer facilities meets specifications, international codes, and standards.
• Plan and participate in internal and external inspections of projects, vendors, and suppliers.
• Implement project-specific Inspection & Test Plans (ITPs), Quality Control Plans (QCPs), and Method Statements.
• Manage quality audits and ensure compliance with ADNOC standards and ISO 9001:2015 requirements.
• Monitor material receiving, installation, testing, and final handover processes.
• Upload inspection reports and releases to the document management system.
• Review E&I vendor Manufacturing Records Books (MRB) and approve third-party inspection invoices.
• Maintain NCR logs, punch lists, and closeout reports to ensure timely project completion.
• Ensure closure of quality requirements for project handover and contribute to lessons learned.
• Support continuous improvement initiatives in QA/QC processes.
• Oversee electrical installation QA/QC including cable laying, terminations, switchgear, transformers, and motors.
• Review supplier/vendor-related project documentation, including ITPs and procedures.
• Interface with multidisciplinary teams, vendors, and the E&I engineering team.
• Manage Instrumentation QA/QC activities, including loop checks, calibration, transmitters, control systems, and DCS/SCADA.
• Review technical queries and specification deviation requests to ensure compliance with project standards.

Qualifications 

• Bachelor’s degree in Electrical, Instrumentation, or related Engineering discipline.
• Minimum 15 years of QA/QC experience in E&I, with at least 10 years in the Gulf region.
• Prior experience on ADNOC projects is preferred.

Skills

• Certifications such as CSWIP, BGAS, ISO 9001:2015 Lead Auditor, or equivalent are highly desirable.
• Strong knowledge of QA/QC standards, inspection methods, and test procedures.
• Excellent reporting, documentation, and stakeholder communication skills.
• Ability to work independently and collaboratively in field environments.
• Strong analytical, problem-solving, and decision-making competencies.
