Procurement Engineer – Quantity Surveying

Ginco Contracting Co. LLC Sharjah is seeking an experienced and detail-oriented Procurement Engineer with strong Quantity Surveying expertise, specifically focused on pre-tender activities for civil construction projects. This role is ideal for professionals who excel in cost estimation, supplier negotiation, and strategic procurement planning.

Job Purpose

The Procurement Engineer – QS (Pre-Tender) will be responsible for managing cost estimation, material sourcing, and supplier pricing for major tender submissions. The role ensures competitive bidding, accurate BOQ preparation, and full compliance with UAE construction standards, regulations, and contractual frameworks.

Responsibilities

• Prepare and review pre-tender documents, BOQs, cost plans, and commercial/technical clarifications.
• Conduct quantity take-offs, material assessment, and estimation for civil construction projects.
• Analyze tender drawings, project specifications, and client requirements.
• Obtain quotations from suppliers and subcontractors, ensuring competitive pricing.
• Conduct bid analysis, negotiation, and vendor comparison.
• Develop and maintain a reliable database of UAE suppliers and subcontractors.
• Raise pre-bid queries and communicate clarifications with clients and consultants.
• Identify project risks and recommend cost-saving strategies.
• Perform value engineering exercises to optimize materials, methods, and pricing.
• Forecast material costs based on market trends and project demands.
• Ensure compliance with FIDIC, UAE construction regulations, local authority requirements, and company standards.
• Prepare procurement plans, comparison sheets, and tender reports.
• Ensure accurate documentation for audit, tender submission, and internal reviews.
• Coordinate closely with design, estimation, tendering, and project management teams.
• Ensure timely submission of costing inputs for competitive tender proposals.
• Participate in tender meetings and internal strategic discussions.

Qualification

• Bachelor’s Degree in Civil Engineering (mandatory).

Experience

• 7-12 years of experience in civil construction (UAE mandatory).
• Minimum 5-8 years specific experience in pre-tender procurement and quantity surveying.
• Experience working with main contractors or consultants in the UAE.

Technical Skills

• Strong expertise in: BOQ preparation, Cost estimation, Tender analysis, Procurement strategies
• Proficiency in: CostX, Candy, Excel, AutoCAD, MS Office tools
• In-depth knowledge of: UAE market rates and supplier landscape, FIDIC contracts, Local authority requirements

Professional Certifications (Preferred)

• MRICS (Royal Institution of Chartered Surveyors)
• CIPS (Chartered Institute of Procurement & Supply)

Skills & Competencies

• Excellent understanding of construction materials and procurement cycles.
