Al Shirawi Infrastructure Construction is seeking experienced and dedicated HSE Officers to join our Water Infrastructure / Utilities / Pipeline Projects team. Qualifications
- NEBOSH International General Certificate (IGC) – Mandatory
- Minimum 4 years of HSE experience in: Water Infrastructure projects, Utilities projects, Pipeline construction
- Bachelor’s degree in Civil Engineering (Preferred but not mandatory)
- Proven experience working in ROW (Right-of-Way) areas within the Dubai region
- Strong knowledge of:, UAE Health & Safety legislation, Local regulatory requirements, Industry best practices
- Ability to manage high-risk activities and ensure full site compliance
- Candidates available immediately will be given preference
Key Responsibilities
- Implement and monitor HSE policies, site safety plans, and procedures in line with project and regulatory requirements.
- Ensure compliance with UAE HSE laws, Dubai Municipality regulations, and client safety standards.
- Conduct daily safety inspections, hazard identification, and risk assessments across water infrastructure and pipeline sites.
- Monitor high-risk activities such as deep excavations, confined spaces, lifting operations, traffic diversions, and utility crossings.
- Provide toolbox talks, safety training, and awareness briefings to site teams.
- Investigate incidents, near misses, and unsafe conditions; prepare detailed reports and recommend corrective actions.
- Coordinate closely with engineers, construction teams, subcontractors, and safety authorities.
- Maintain updated documentation including PTWs, JSA, HIRA, and safety records.
- Ensure ROW work zones comply with traffic management plans, public safety requirements, and barricading standards.
- Promote a proactive safety culture and ensure continuous improvement in site safety performance.
