Job Overview
The HSE Engineer/Officer will be responsible for implementing and managing Health, Safety, and Environment systems across ongoing roads and infrastructure projects. The ideal candidate will ensure compliance with UAE regulations, company HSE policies, and international safety standards.
Key Responsibilities
- Develop, implement, and monitor Health, Safety, and Environment (HSE) policies and procedures at project sites.
- Conduct daily site inspections, safety audits, and hazard assessments for roads and infrastructure works.
- Ensure compliance with UAE HSE regulations, OSHAD standards, and relevant local authority requirements.
- Prepare and maintain HSE documentation including risk assessments, method statements, incident reports, and safety plans.
- Investigate accidents, near misses, and incidents; recommend corrective actions to prevent recurrence.
- Provide safety training, toolbox talks, and awareness sessions for all site personnel.
- Coordinate with project managers, engineers, and site teams to ensure safe work practices.
- Monitor subcontractor HSE performance and ensure alignment with project specifications.
- Maintain records of safety inspections, permits, PPE usage, and emergency preparedness.
- Support continuous improvement initiatives to enhance HSE performance on all projects.
Requirements
- Minimum 7 years of experience in Roads & Infrastructure projects.
- Strong knowledge of UAE health and safety regulations, OSHAD, and municipal requirements.
- Valid HSE certifications such as NEBOSH IGC, IOSH, OSHA, or equivalent.
- Experience in conducting safety audits, inspections, and incident investigations.
- Good understanding of risk management, construction safety, and environmental protection.
- Ability to enforce safe work practices and ensure high compliance standards.
Qualifications
- Bachelor’s degree in Engineering, Environmental Science, Safety Management, or a related field.
- Professional HSE certifications (NEBOSH, IOSH, OSHA, or equivalent).
- Additional training in First Aid, Fire Safety, or Emergency Response is an advantage.
Experience
- 7+ years working as an HSE Engineer/Officer in roads, highways, utilities, or infrastructure construction.
- Previous UAE project experience is highly preferred.
- Experience with marine-related or coastal infrastructure projects is an added advantage.
Skills and Competencies
- Strong knowledge of HSE standards, risk assessment techniques, and worksite controls.
- Excellent communication skills for training and coordination.
- Attention to detail and strong observation skills.
- Ability to work under pressure and manage multiple site activities.
- Competent in report writing, documentation, and safety record management.
- Ability to lead safety initiatives and promote a positive safety culture on site.
- Strong analytical and problem-solving abilities.
- Ability to work independently and as part of a multidisciplinary team.
