Position Overview
The Cost Control Engineer will play a key role in ensuring complete financial oversight of ongoing construction projects. The role focuses on budget development, cost monitoring, forecasting, and providing accurate financial insights to support effective project delivery. This position requires strong analytical ability, excellent technical understanding of construction cost flows, and experience working with contractors in the Gulf region.
Responsibilities
1. Cost Planning & Budgeting
- Prepare detailed project cost plans and budgets in coordination with the project team
- Define cost breakdown structures (CBS) and establish cost tracking systems
- Develop baseline cost estimates aligned with the project scope
2. Cost Monitoring & Reporting
- Track project expenditures, commitments, and variances against the approved budget
- Prepare periodic cost reports, dashboards, and variance analyses
- Ensure cost data accuracy through continuous monitoring and verification
3. Earned Value Management (EVM)
- Implement, update, and manage Earned Value Management systems
- Monitor project performance through earned value metrics
- Identify cost deviations and propose corrective actions
4. Financial Control & Analysis
- Review contractor invoices, claims, and payment applications
- Validate BOQs, quantity take-offs, and budget allowances
- Provide data-driven insights to support commercial and contractual decisions
- Support cost forecasting and cash flow development
5. Coordination & Documentation
- Collaborate with project managers, procurement teams, and planning departments
- Maintain organized cost logs, documentation, and audit trails
- Support tendering and procurement with cost information when required
Requirements
- Minimum 5 years of experience with contractors in the Gulf region
- Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or related field
- Proven experience in cost control, cost estimation, and project financial analysis
- Strong background in EVM systems, cost reporting, and cost forecasting
- Experience working with top-tier construction or contracting companies
- Strong understanding of project cost flows, contract terms, and commercial documentation
Skills & Professional Competencies
Technical Skills
- Advanced proficiency in MS Excel and cost-control software
- Strong understanding of project budgets, cash flows, and cost structures
- Ability to interpret drawings, BOQs, specifications, and contractual clauses
- Knowledge of project scheduling tools such as Primavera (advantage)
