NOC Coordinator

Hills & Fort Construction LLC is hiring an experienced NOC Coordinator to support infrastructure and construction projects across the UAE. The ideal candidate will have strong experience coordinating with local authorities and service providers, ensuring all approvals and No Objection Certificates (NOCs) are obtained in line with project timelines and regulatory requirements.

Key Responsibilities

  • Identify and determine all required NOCs for infrastructure and construction works, including roads, drainage, utilities, telecom, power, water, and sewerage.
  • Coordinate with UAE authorities and service providers such as DEWA, ADDC, SEWA, RTA, DOT, Etisalat, and DU.
  • Prepare, submit, and follow up on NOC applications through online portals and manual submission processes.
  • Ensure all drawings, method statements, and technical documents comply with authority standards and regulations.
  • Maintain an up-to-date NOC log/register, including application status, approvals, conditions, and expiry dates.
  • Coordinate with design, planning, and site teams to address authority comments and technical queries.
  • Arrange and attend site inspections with relevant authorities when required.
  • Monitor site activities to ensure works are carried out strictly in accordance with approved NOCs and conditions.
  • Track NOC renewals, modifications, and closures upon completion of works.
  • Support project managers in meeting project schedules by minimizing approval delays and ensuring timely submissions.

Qualifications

  • Diploma or Bachelor’s Degree in Civil Engineering or an equivalent recognized qualification.

Experience Requirements

  • Minimum 5 years of proven experience as an NOC Coordinator in the UAE.
  • Hands-on experience with UAE infrastructure and construction projects is mandatory.
  • Demonstrated experience working with local authority approval systems and regulations.

Skills and Technical Knowledge

  • Strong knowledge of UAE local authority regulations and approval procedures.
  • Familiarity with authority portals such as DEWA NOC, RTA systems, municipality portals, and other service provider platforms.
  • Ability to read and understand engineering drawings, layouts, and technical documents.
  • Good documentation, tracking, and reporting skills.
  • Proficient in Microsoft Office applications (Word, Excel, email).
  • Strong written and verbal communication skills in English.
