Procurement Manager

Full Time

CPECC is hiring an experienced Procurement Manager to support ongoing Oil & Gas EPC/M projects in the UAE. This senior leadership role is responsible for managing the complete procurement lifecycle, vendor strategy, subcontracting, and logistics coordination while ensuring compliance with ADNOC and international project requirements.

The ideal candidate will bring strong technical knowledge of Oil & Gas procurement, proven experience on ADNOC or major UAE projects, and the ability to lead multi-disciplinary procurement teams in complex project environments.

Responsibilities

  • Lead and manage all project procurement activities in line with project schedules and contractual requirements.
  • Work closely with Project Managers and Project Directors to align procurement strategies with overall project execution plans.
  • Develop and manage procurement plans, schedules, and risk mitigation strategies.
  • Develop and manage Recommended Bidder Lists (RBL) based on COMPANY-approved vendor lists.
  • Obtain all required approvals for vendor shortlisting and appointment.
  • Build and maintain strong long-term relationships with suppliers and subcontractors.
  • Prepare and manage RFQs, bid packages, inquiries, and tender documentation :
  • Manage bid clarification processes and ensure technical and commercial alignment between stakeholders.
  • Review and evaluate vendor quotations and technical proposals.
  • Lead price negotiations and commercial evaluations.
  • Finalize and place Purchase Orders (POs) and subcontract agreements after obtaining required COMPANY approvals.
  • Manage shipping plans, logistics, and delivery schedules.
  • Track manufacturing and delivery progress for critical equipment and materials.
  • Coordinate with expediters, QC inspectors, and logistics teams to ensure on-time delivery.
  • Supervise warehouse operations, including: Receiving and inspection of materials, Storage and preservation, Inventory control and tracking, Final handover to construction teams.
  • Ensure effective communication and performance management across the procurement function.

Required Qualifications

  • Bachelor’s Degree in: Mechanical Engineering, or Relevant Engineering discipline, or Supply Chain Management / Business Administration
  • A Master’s degree or professional certifications (e.g., CIPS, PMP) are an advantage.

Experience Requirements

  • Minimum 20 years of proven experience in Oil & Gas EPC/M projects.
  • Mandatory experience working on: ADNOC projects, or Major UAE / Middle East Oil & Gas developments.
  • Demonstrated experience in: Equipment and material procurement, Long-lead item (LLI) procurement, Subcontracting and services procurement

Technical Skills

1. Deep understanding of:

  • Oil & Gas supply chain operations
  • EPC/M project environments
  • International procurement standards and procedures

2. Strong experience with:

  • Vendor prequalification and management
  • Contract terms and commercial negotiation
  • Logistics and shipping coordination
  • Inspection and expediting processes

3. Working knowledge of ERP and procurement systems.
