Position Overview

The Quantity Surveyor will be responsible for managing all cost-related activities for infrastructure projects, ensuring accurate estimation, measurement, contract administration, and cost control. This role requires strong experience in roads, bridges, and wet utilities, along with hands-on experience working on RTA projects.

Key Responsibilities

  • Prepare accurate quantity take-offs, BOQs, and cost estimates for infrastructure works (roads, bridges, wet utilities).
  • Evaluate tender documents, drawings, specifications, and addendums to determine project scope.
  • Conduct material, labor, and equipment cost analysis to support project pricing and budgeting.
  • Assist in preparing, reviewing, and managing contractual documents, variations, claims, and change orders.
  • Support contract negotiations and ensure compliance with RTA specifications and project requirements.
  • Evaluate subcontractor quotations, negotiate rates, and prepare cost comparison sheets.
  • Monitor project costs, budget allocations, and financial progress to avoid overruns.
  • Prepare monthly valuation reports, interim payment applications, and cost reports.
  • Coordinate with planning, engineering, and site teams to ensure alignment with project budgets.
  • Conduct site visits to verify executed quantities and ensure compliance with approved drawings.
  • Review progress reports, site instructions, and NCRs to align commercial outcomes with project execution.
  • Maintain updated documentation for contract correspondence, commercial records, and project financials.
  • Ensure compliance with RTA standards, UAE construction regulations, and company policies.

Educational Requirements

  • Bachelor’s degree in Civil Engineering (mandatory).
  • Additional certification in Quantity Surveying or Cost Engineering is an advantage.

Experience Requirements

  • 8–10 years of experience in roads, bridges, and wet utilities projects.
  • RTA project experience is mandatory.
  • Prior experience working with large contractors in the UAE is preferred.
  • Strong exposure to infrastructure project contract administration and measurement.

Skills & Competencies

  • Excellent understanding of infrastructure construction methods (roads, bridges, utilities).
  • Strong knowledge of RTA standards, specifications, and procedures.
  • Proficiency in AutoCAD, MS Excel, Cost Control Software, and QS tools (CESMM, POMI, etc.).
  • Ability to interpret technical drawings, contracts, and project documentation accurately.
  • Strong analytical and numerical skills.
  • Excellent communication and negotiation capabilities.
  • Attention to detail with strong problem-solving ability.
  • Ability to work under pressure and meet tight deadlines.
  • Strong teamwork and coordination skills.
  • High level of integrity and professionalism.
