Position Overview

The HSE Engineer plays a key role in managing and implementing all aspects of Health, Safety, and Environmental systems within CORE’s consultancy projects. This position ensures compliance with local authority regulations, international standards (ISO, NEBOSH, ADOSH), and client-specific HSE requirements.

The ideal candidate will possess strong technical knowledge, leadership qualities, and a passion for promoting a zero-harm culture across project teams and construction sites.

Key Responsibilities

• Develop and implement HSE Management Systems that align with UAE laws, international standards, and company policies.
• Conduct risk assessments, hazard identification, and job safety analyses (JSA) to prevent incidents and occupational hazards.
• Review and approve HSE plans, method statements, and risk registers submitted by contractors.
• Perform regular site inspections, safety audits, and compliance reviews to ensure adherence to project HSE requirements.
• Lead incident investigations, analyze root causes, and recommend preventive and corrective actions.
• Provide technical HSE support to project managers, engineers, and clients during design and construction phases.
• Prepare and maintain HSE performance reports, dashboards, and compliance documentation.
• Coordinate and conduct HSE training sessions, toolbox talks, and safety awareness campaigns for staff and contractors.
• Monitor environmental performance, including waste management, pollution control, and energy efficiency.
• Liaise with local authorities (e.g., Civil Defense, Municipality, ADNOC, ADOSH) and ensure all statutory requirements are met.
• Support internal and external audits, ensuring the company retains relevant HSE certifications such as ISO 45001.
• Act as a safety ambassador, promoting continuous improvement in health, safety, and environmental standards.

Qualifications and Minimum Requirements

• Bachelor’s Degree in Engineering, Environmental Science, Occupational Safety, or related discipline.
• Minimum 9 years of total experience, including at least 3 years with a consultancy firm (mandatory).
• Level 6 Diploma in Health, Safety & Environment (HSE).
• NEBOSH International General Certificate (IGC) is mandatory.
• ISO 45001 Lead Auditor or Internal Auditor Certification required.
• ADOSH qualification is an added advantage.
• Strong understanding of local UAE safety regulations and international standards (OSHA, ISO, NFPA, etc.).

• Proficient in developing and managing HSE Management Systems (HSEMS).
• Strong understanding of construction safety, risk management, and environmental protection.
• Experience with incident reporting systems, safety audits, and compliance monitoring tools.
• Knowledge of hazard control techniques, emergency preparedness, and crisis management.
• Competent in Microsoft Office (Word, Excel, PowerPoint) and HSE documentation software.
• Leadership and Influence: Ability to guide teams towards compliance and safety excellence.
• Analytical Thinking: Strong ability to assess risks and propose practical, sustainable solutions.
• Communication: Excellent written and verbal communication for coordination with clients, contractors, and authorities.
• Attention to Detail: Thorough in documentation, inspections, and reporting.
• Integrity and Ethics: High adherence to compliance, transparency, and organizational values.
• Team Collaboration: Works effectively with multidisciplinary teams and maintains a proactive, problem-solving approach.
